The description does not tell us anything. You need help? Well, would be nice to help you guys out, but since you're the one trying to make a mod, you should tell us the Basics on the Mod, the idea behind it. I mean, you're trying to build a mod, not us. ^o^

I added the mod in the folder. but i cant start the game, i have to make a puppet before i can start the game. i dont whant to play as a puppet.
you need to edit the save for playing as a non-puppet, I am currently making a free world save, everyone will be able to download it to play as there nations free.

My idea is Ukraine.
History point. 30.07.1941 a Ukrainian batailon named Nachtigall, which was under Abwher command but was organized by the Organization of Ukrainian Nationalists (OUN), entered Lviv. OUN declared in independent Ukrainian state allied to Germany and started to create Ukrainian governments at all territories occupied by Germany.
Germany didn't react about 10 days but then demanded OUN to withdraw the independece act. OUN refused and Germans started repression against OUN. Thus in 1942-1943 a Ukrainian Insugent Army was created which fought against Germany and later against USSR up to middle 1950th. In 1943-1944 Germans controlled only rather big towns and cities in the Western Ukraine, which caused great problems for Germany communications.
The key point is the date 30.07.1941. The idea and the hope of OUN was, that Hitler agrees with the Ukraine's independence and get an allied army of about 1 million of Ukrainians. But Hitler choosed dozens of thousands partisans instead of 1 million allied army.
So after Axis captures Lviv an event should happen and Germany chooses either to give Ukraine independece or not. If no - the Western Ukraine gets a huge revolt rate and a Ukrainian government in exile is created with wide possibilities of partisan activity.
If Hitler agrees, then a Ukrainian state is established, the Red Army looses much manpower, several divisions and some leaders become Ukrainian ones. Many Red Army divisions loose their people. Ukraine at this moment is occupied by the USSR mainly. Ukraine claims to a number of provinces outsude current Ukraine borders (about 1/3 of Ukraine's territory in outside Ukraine nowdays).
