I know that,the Vlad III.And there is also something like this happened in the period of the Three Kingdoms.When Sima Yi suppress the rebellion of Gongsun Yuan,he killed all man above 15 years old and made all their head as a tower to scare the local civilians.
Happened in varios places really, Queen Ranavalona in Madagascar did something really similar for example. Vlad Tepes is just the most famous for it.
Even in the far east,like Sima Yi and Dongzhuo.

What makes Vlad Tepes stand up isn't the act in istelf, making a forrest of corpses and all, but its sheer scale. The number according to historical sources is close to 40 000 corpses. In recent years , the number is approximated to 20 000. Also, this wasn't his only "terror tactic", earth scorching, well poisoning, amounts of hay tied to the tail of horses and lit ablaze in the middle of the night, one elderly woman even offered her help in making a "terror house" in which he put the pieces of an ottoman general and his escort in plates and the woman killed herself when the ottoman army arrived.
A pity that the explorer couldn't be Vlad Dracul, but this mod's timeline precludes that possibility...

There is one mechanic that you can add, choosing one of the 3 main regions of Romania in the first age advancement via one marking personality:
-Iancu Corvin de Hunedoara: Principality of Transylvania
-Vlad Tepes: Wallachia
-Stephen The Great: Moldavia
Adding a different mechanic to each, leaving Wallachia to terror tactics, but changing the other two, as they were quite different.
As per source of inspiration:
Wallachia-Vlad Tepes-Terror Tactics (perhaps changing the powerfull domnitor to better ambush tactics)
Moldavia-Stephen The Great-Battle of Vaslui (https://en.wikipedia.org/wiki/Battle_of_Vaslui), better overall troops, but fewer and more expensive, stronger overall settlers
Transylvania-Iancu Corvin-war wagons-some Hungarian troops, being a minority (though leading minority) in Transylvania
One more thing, the "Roma" weren't slaves, so they could be shipments, emphasizing their nomadic origins. Some normal settlers would make more sense.
One different overall game mechanic should be, again, better troops (25-50%) but more expensive (30-60%), while occupying 1.5 pop instead of 1.
