The Lord of Blades and Chief of the Dragon Knights! He gets this makeover in Demo 0.2 when Age of the Ring 8.3 drops.
Mathijs of the AOTR team did the sword, pauldrons, and shawl. Elodin of the AOTR team did the cape and that leaf-shaped crest on the helmet. Wambly of the AOTR team did everything else.
