Ermmmm you need to port forward for people to connect. Only people that are connected to your router can join if its not. Please port forward before u make a server. Go look on google and type How to port forward on *YourRouterHere*. When you do that i will be glad to join ur server.
oh and to make people not spawn alot of npc's type this in console
max_npcs *NUMBEROFMAXNPCSHERE* and where *NUMBEROFMAXNPCSHERE* put a real number like 4 or 5
