You need to turn cheats on in the launcher settings first.

I have had success with the following strategy:
*Make sure the troops you bring are decent in melee
*Order them to hold fire and follow you
*Close the gap with the people shooting at you asap (CHARGE)
*Charge into the weakest opening and poke poke (bayonet sounds) city is yours
