For modifying the weapons stats no, but if you are modifying like troop stats and other thing yes.
but i only have downloaded it for a couple of mods where some ranged weapons type was ridiculously innaccurate like in "new dawn".
you can download and use it easily but if you **** around with other things you may broke the mod completely.

You can use morghs editor and increase the crossbows accuracy stats this is what i have done.
