I had the same problem but this is what I found (your issue may be different): the 4.7.1.0 patch was adding an extra "Company of Heroes Relaunch" folder to the end of the directory installation. So for me it looked like "P:\Steam\steamapps\common\Company of Heroes Relaunch\Company of Heroes Relaunch" I deleted the extra folder and the patch installed correctly.

Thoughts on new patch. Mortars dominate. German tanks feel mediocre. AI uses arty/rockets more(anyone else notice this?) MGs suppress inf. almost instantly. The V2 Rocket on WM Terror Doc still sucks considering the munitions cost. Overall I feel fighting AI is significantly more difficult than before.

Oh cool, a new Blitz update... [later] I fire my trusted Grille at a bridge. It missed. WHAT? THE GRILLE, MISSED? Americans pour across the bridge. I fired again, BOOM, direct hit. The bridge held. What. THE BRIDGE HELD A DIRECT GRILLE HIT? I fired again, another miss. IMPOSSIBLE. Rangers swarmed against my base. KABOOM, the bridge blew. I shed a tear for Defensive Doctrine, nerfed to the sound of a calliope tank commander's laughter .

But seriously, thank you for having the best mod for any game ever. I will be back when the next Blitz update is out which fixes the recent CoH patch error.
