is it on purpose that the ai can recruit while under siege?

yo my only issue is i cant form an allicance or really make any good deals in ur mod its so annoying when the screen says offer very generous and they reject it unless i give them like a city at least i can trade tho

yo I assume you guys are also the creators of empire 2 I ran into a bug where the ai stops attacking on siege assaults do you guys have and ideas for me to fix this with out restarting my campaign? thanks (it was so annoying I had to stop my campaign and now imma play ntw3
