Well,weaker....
I'm not exactly the one best at speaking about spam factions as i mainly play Imladris,but i can say that :
1.If you just put 2 bruts one against the other,the evil one will ALWAYS win.This is because the brutals just frontly attack and basically have no strategies or tactics(apart of a very basic few).Who is able to spam more,wins.
The only way to defeat a spam people in skirmish with a "good" one is to adopt specifical tactics(unless you want to bunker and take one hour to win).
I can assure you that with little practice,you can destroy armies much bigger than your own(assming that you have the right combination of units)
2.In multiplayer,things are obviously completely different.
I'd say that as it's easier for spam factions to replace units,they could be slightly easier to use for those who are new to them,but not easier to use as you progress into knowing them.
However,as all players develop strategies,a good player could effectively not care at all about which faction to pick,because there it becomes a matter of skill.
I mean,there's no "weaker" faction(apart of a few imbalances).But there are factions which require lesser care when you start playing them,and some that you have to practice to use.
For istance,one could think that Lothlorien < Rohan.I guess it's basically the opposite,as rohan is more effective on spam people like gobs.
On the other hand,with proper use,gobs can defeat factions like Imladris or dwarves.
