Dude, this game has been released already. The developers even released warband too. Got both games and they are awesome.
You can also download mods or make yourself one (if you got knowledge in programing and using their editors).
P.S. If you checked the taleworls website, they are working on a game called "With Fire & Swords" and should be released this spring. It will be 100x times better than the previous games.

The "toolset" is actually an engine that you buy from DarkBasic. It is called Realm Crafter (MMORPG engine that comes with a set of editors just enough to make a game all by yourself if you got enough resources).
