its because of the Dux Innumerable Character Kit

D:\Games\MODLOADER\mods\Dux's Innumerable Character Kit\gamedata\configs\creatures\spawn_sections_general.ltx

is the file, I put **** above alife and it worked
TLDR: ALIFE should be lowest on the MO2 list
