The AI is tied to the framerate, so having your framerate go to say 200-300 will have the enemies spot you through hills.

Are the hand textures using a different path from the original?
Since weapon re-textures work just fine, but arm textures don't change by just dragging a pre-existing texture mod to the folder.
Does the reticle have a shader that ignores lighting?
Damn! That's one hell of a solid slide-release.

A higher recoil could balance automatic pistols out quite nicely.
You might want to tweak the actor.ltx file so that the player doesn't have that ridiculously slow crouch-walking speed.
It makes the game really tedious and doesn't match the 3rd-person animation in the slightest.
Adds extra frustration when NPC's can crouch walk at a reasonable speed.

I downloaded PreSky 3.0 and patch 3.1.
And the mod crashes upon going to the swamps.
I haven't tried going to other places because I didn't have the time yesterday, but I'll give an update on the situation later today.
