In this new version the "fps drop while shooting" issue is back(wich was fixed somewhere in 1.3).

Is there a console command to revive a target/npc?

My first 10 minutes in Yantar:
2 stalkers and 4 bandits killed by rats xD
Also later the stalker crying for his lost weapon was killed by the military guard at the scientist's bunker

Right answer is ''i don,t know'' but once u take the documents they become hostile

Are you supposed to upgrade only one tier (line) of upgrades of a weapon or it should be like in CS & CoP , being able to upgrade from each tier?

Yes, upgrades with "red bonuses" DO downgrade your weapon.
