Yup! We've actually improved it too, while also keeping the old system in place. I'll add it to the list of things we should make a video for.
Good question! This shot is in UDK because it's a lot quicker to import models into UDK than it is into Source. The next shot (of the fully textured blocks) will be in-game.

The current version (1.9.4) uses Half-Life 2: Death Match. The new version (2.0) will use the SDK Base 2007 (which you can download with any of Half-Life 2, Episode 1, Episode 2, Portal or TF2).
