Just posted a screenshot of some experimental hail. Looks cooler in motion with the hail bouncing off the ground. Ground textures probably aren't necessary unless you want really heavy, persistent hail.
Lightning could probably be done with existing triggers to play thunder sounds and trigger lights in the skybox. Did you have anything in particular in mind where Deus Ex falls short?
Hail might require custom ground textures with some buildup to be really convincing, but I can experiment with a raindrop subclass that bounces off the ground and fades out over a brief time.
