its obviously looted, their blood ravens, they loot everything, commenly known XD and librarians especially in the blood raven chapter can take any weapon they want, so it all comes down to what the librarian wants, though they mostly take force swords and staffs, but mostly the picture has way to many conflicting stuff.

alot of the mechanized elements of the IG have loaders following them, like powerlifters, walking servitors or tracked servitors that help reload certain element, and most vehicles carry alot of ammo already and if there aint no loader nearby they just have to double back or try to run over/trample stuff

or, he is a librarian of wich many regardless of chapter keep their armour blue for some weird psykerish reason, and the blood ravens just happen to have alot, and alot of librarians

actually no, since the vanguard veterans and the like can still be fielded as terminators, so they cant be bulkier than regulars, else they wouldnt fit in regular power armor, which they also wear giving the situation. It is more that the armor is way bulkier not the marine and the added giant generator on the back of the terminator to keep the thing running might give the apearance of a wy larger marine than actualy in the thing.
