No, UDK is the Unreal Development Kit. The Unreal Engine is basically used for LOTS and lots of the games you maybe play already. It is the most complete and commonly used modern toolset for making high end games. Of course the Unreal series of games, the Unreal Tournament series of games, Gears or War 1 & 2 , the Splinter Cell games, Deus Ex games, Thief 3,Batman Arkham Asylum, etc. Epic released the UDK for free to anybody who wants to use to for making games using the same tools as the big companies (EA, ubisoft, etc).
Vampire: Bloodlines uses the oldest version of Valve's obsolete Source engine, for example. Troika did not come up with the technology themselves.
