Things must to be that way. Giant hidden under empire that only waits a call to blown up the entire Old World+many clans with different specialization, wich is weak only when they are separated. So Skaven is somewhat of Phantom Menace, Nemesis and bigger threat then chaos itself in their own way. And yes, they are rats, and rats are cowards, but not every rat... And not when there is too many rats...
