There is no comprehensive changelog. But every commit to the Bitbucket.org repository is provided with the description, all commits since September 29th 2017 are for the version 1.5 r7. It's the best substitute for a changelog at the moment.
-dbg and -dbgdev were combined into -dev.

I hope it's going to be a toggleable feature.
We would all be excited to get our hands on the latest version of the game even it's still partially broken. But evidently TeamEPIC doesn't think the mod is in the shape for a public test.
I've seen a helis crash after flying low over anomalies too many times to be surprised by this.
Setting "online exclusion radius" in game options to 0 should spawn squads related to quests, after that you can set it back to your prefered value. I talked about this issue to Darryl a couple weeks back, apparently he had no idea about it.
Regarding ghost NPCs on mini-map - messing with online exclusion radius doesn't help. It might be caused by NPCs being in the state of traveling between levels when they already despawned on one level and didn't yet spawn on the other one.

I don't know, there have been around 450 commit's to CoC's Bitbucket.org repository since 1.5 r6 release so maybe a thing or two.

Regarding "Warfare": Developers view CoC not as a separate mod but as a platform for other mods, some people don't need/want warfare so no point in adding it to the base mod, it's better off as a separate addon.
