I got Half-Mind working on Source SDK Base 2013 Singleplayer by altering the GameInfo.txt and compling the bin.

Here's how I did it.

Open the Half-Mind folder
In C:\Program Files (x86)\Steam\SteamApps\SourceMods\Half-Mind (get rid of the (x86) if you are on a 32-bit computer)

Open the GameInfo.txt In Notepad and select everything and replace it with what is on this PasteBin Pastebin.com and save it and close Notepad.

Go back to the Half-Mind folder and create a new folder called bin and go inside it.

Download this Drive.google.com open it and put both of the .dll inside the bin folder you created.

Close the folder and restart Steam.
