I think so, but the team is also working on several other mods including a 12th century mod with a huge Eurasia map (everything except SE Asia, India, Japan and Western Europe) and a Japanese Sengoku mod. So it's rather slow.

They didn't add any faction in 0.39 :(

They released 0.39 in October and it is very good. They've added a military merit and rank system for players playing as lords and you can receive elite armours etc from your faction leader when you receive a promotion.

This is a feature added in 0.3 to simulate the castles' control over a certain area, so that armies cannot bypass castles occupied by hostile forces. When you reach within a certain distance from a hostile castle you will not be able to move closer, but you can still bring up the interaction menu by pressing F.
