You could download a program such as WinRAR (Trial, but it can be used indefinitely) or 7-zip (Totally free), which both can open .rar files.

I have no idea how to install this. It doesn't even come with a readme!
Well, I got the Setup file to load now but now it refuses to install. It says I don't have UT2004 or its patch installed or something. And yes, I did install patch 3369
I think my inability to load ut4mod files is related to me using vista....
