I'm playing 8.4 as Afghanistan in early 1938 and I cannot produce regular infantry, militia, garrison troops or mountain infantry (researched the activation tech). I can produce semi-motorised infantry but I think that was only because I stole the technology for it.
So is this a bug, or is it intentional; if so, how do I activate these units?
