Is there a use for empty tool and repair kits?

For me it's the player character's lack of stamina. Even when only carrying a little weight, it seems like you start running out of breath after walking 100ft. Mind you, I say walking as in not holding down the shift key for the slow walk, or just outright sprinting.

Can guns be disassembled like in Anomaly?

Also, anyone else having trouble getting the windup flashlight to turn on?
