the unreal engine does automatically scale textures for models... but it still keeps the 1024 or whatever res. UT skins DEFINATELY look better in 1024. However, I *think* 3d accelerated mode blurs over this extra detail and so is only noticeable in software mode (in which I run UT cos of graphics card issues). But despite software mode running perfectly fine on new PCs, I still don't think many ppl want to go there, espec with your increased poly count! ie I agree 256 is fine!
