Hey! (I posted this in another cat to, but i think here it makes more sense)

I've seen in a video, that this mod adds a new techtree. I installed the mod, and i see the new techtree called "Ultimate". But it shows only the placeholder entries. I the video i have seen was - for example - early colonisation available for research. Is it possible, the the rarfile is missing a file? I scanned the mod folder, but couldn't find a file which defines what tech1_placeholder1 is.

I tried it with different start dates.

you Need to copy the files to your modfolder without a parent Directory.
[Your install folder]/victoria/mod
in this folder must be the ultimate.mod file and the folders out of the rar-file located on the same level as the .mod file.

if you have a structure like this:
installfolder]\Victoria \mod\Ultimate\ultimate.mod, it will not work.
