Funny, I have an easier time getting weapons and armor because everyone wants to kill me.
Armor options for bandits can be quite limited though. Olivius doesn't sell the SEVA but you may be able to get one from Sid. I usually just make do with a Bandit Merc Suit + Tactical Helmet until I can afford to take an exo up to Forester.
There's definitely an art to maximal PDA acquisition...

When an NPC's health is reduced to the point where they go into the wounded state they'll sometimes switch to the surrender pose when you approach them, at which point they can be interrogated for stashes and PDAs. Location of the shot doesn't really matter (aside from headshots instantly killing enemies with low-level armor), but aiming for the body and waiting a few seconds between shots will decrease your chance of killing them. If they pause and put their weapon away before laying on the ground then you'll have a shot at interrogating them.

Playing as a Bandit, whenever a bandit sends a dynamic message about seeing me shoot someone from a rival faction he says something to the effect of "I just saw a bandit shoot a bandit..." That's too many bandits.
Same here, hundreds of stashes cleared and no Expert Kit (even playing 1.4 RC 3.1). And there sure are a lot of practical jokers in the Zone who go out of their way to stash near-worthless stuff like a sausage or a Makarov in some remote place and then mark it down on their PDA.
