I found the error- I wasn't opening it in the Vampire folder, but the folder containing the Vampire folder.

I made an account on this website just to inquire about my issue and hopefully get this patch running.

So I have VTMB on STEAM
I installed the UP 9.4
I installed the OP 1.2
When I try to open BE 9.4 I get the little message box with the Red X, saying "The application was unable to start correctly (0xc0000142). Click ok to close the application"

Any Ideas? I have windows 8, I tried running in compatibility with service package 3 with no luck. Love the game- love that people are still modding it. Any help would be appreciated
