Go to gamedata/config/creatures and you can tweak up the monsters attributes in there. For most monsters there are 3 types of strengths, weak, medium, and strong. If you want to make them more susceptible to bullets, edit the fire_wound_immunity to something higher. The number that is currently there is the multiplier, so higher makes it easier to kill em.

Hey, in the mod I can give other stalkers better weapons and they use them. But how can I do the same with armor? I've tried dropping the armor at their feet and trading it but they never wear it.
