It says that I'm missing some kind of necessary files when i try to install it and nothing is new when i play the mod without it working... just glitched... plz help

How do you install this mod on vista?
I installed it to - C:/Users/Owner/Documents/Red Alert 3/mods/retarded1 - but it still isn't working
And if it did work I don't know how to run it
Help would be greatly appreciated!
