I was able to run it by going to the file directory, then creating a shortcut of RelicCOH. Then going to the directory aka the thing at the top of File Explorer then typing "\Company.of.Heroes.Complete.Edition\Company of Heroes - Complete Edition\RelicCOH.exe - Shortcut -mod BackToBasics" I have v2.700.2.42 of the game btw. You can also enable cheats by typing -dev.
