I should be a bit more specific you have the
<Starting_Spawned_Units_Tech_3>Star_Destroyer, 1 </Starting_Spawned_Units_Tech_3>

But you don't have the
<Reserve_Spawned_Units_Tech_3>Star_Destroyer, -1</Reserve_Spawned_Units_Tech_3>

This is causing the only the Venator to be spawned once and nothing else.

In your Star_wars_clone_wars_IV/Data/XML your StarBases.xml file is missing

<Starting_Spawned_Units_Tech_3>Star_Destroyer, 1 </Starting_Spawned_Units_Tech_3>

<Reserve_Spawned_Units_Tech_3>Star_Destroyer, -1</Reserve_Spawned_Units_Tech_3>

Under the Tier 4 Star Base for the Republic/Empire. This is causing only the Venator to be spawned and nothing else. You might have already fixed it, just pointing out an easy bug fix.

Making a map is easy or hard depending on your skill level. AKA your ability to conceptualize/visualize the work you want done and how accurately and quickly you can execute it. Knocking someone for taking a long time gets nothing done. If you want the mod that badly, you can just jack their files which you download and make your own mod. If you haven't, you're either like me and too lazy to do it or you don't know how to.

That being said if you paid attention to ANY of the Star Wars movies/shows/settings you'll understand they start with the same line. A LONG TIME AGO IN A GALAXY FAR AWAY. Star Wars happens in the past, any time being given in Star Wars time has already happened a LONG TIME AGO. Now, you can argue a case of relativity and say that their baseline 0 was a long time ago, that their years/time advances much slower than our own, after x years our time has passed theirs, and sometimes after x is in the future.

That being said, good work so far to the development team.
