limit the span of armies, units of guilds and armies of wizards

I have a complaint is that I am fed up with how I spy armies AI and the more I get angry is that they are from the guild of fighters, armed an army of wizards could limit the units by armies to two or cause the discomfort to rebel more often or something with the armies because I think it is impossible that a city can maintain 5 armies with very good units as in the case of wayrest or fall in red numbers the faction is automatically destroyed.
