The new models require allot more than standard Warband, so you properly have to turn load on demand on or lower your settings.

Mercenary Merchant in taverns sell all kinds of Mercenary gear, halfling armor included.

From what I can see you need to recruit them from bandits and such, if they have any witch hunter prisoners.

All I can say then is to google the runtime error message and see if you can find any solutions.

Have you turned forced single threading on, turned antialiasing off and load on demand on?

If you do not have load on demand turned on i highly recommend doing so as that may help with the problem. Other solutions may be to turn of Antialiasing and other such things. The high texture modifications does require more of a PC than you might think.
