Steps 1, 2, 3 are already completed. I double checked anyway to make sure the files were in the correct folder. There's no file called "Level_LAB" in the content browser. It's difficult to tell which window of the program you were in by those picture files, because only a fraction of the window is displayed instead of being able to see the entire window.

Update (fixed) for anyone having the same issue: There's a small icon in the upper left corner of the tab "Content Browswer" (this tab is located in the bottom left corner, in the unreal editor). The icon, directly left of "Filters", says "Show or hide the sources panel". If you click that a set of folders pop out so you can select the devs folders. Until now, the panel was always hidden and the menu was only displaying the default game/map files.

I have the modkit & unity installed and your files extracted&moved; to plugins. Once I launch the modkit from the epic games launcher, "HelloDoctorMod" is there and checked off. I'm not sure what to do from this point. I've tried following the instructions from this link, Moddb.com , but it's not specific/descriptive enough to follow along. What do I do once the mod is checked off? I assume it's something in the Unreal Editor.
