it means you have another mod interfering that needs to be removed. I've had one other user report that same thing and that is what corrected the issue for him.
99% of many loading issues are permisions releated, go here: Twcenter.net and check the section titled: "NAPOLEON: TOTAL COMBAT - NTC TROUBLESHOOTING TIPS" for more information on setting permssions for the NTW game folder Also, you MUST have purchased the Peninsula DLC to install the Peninsula option. If you're not sure then that means choose NO since it is a seperate purchase and one would hope that you would remember purchasing it. If you don't remember purchasing it then you don't have it.

uh, you gotta have the napoleon.exe if you own the game!
just make sure that it is installing to the correct folder. Typically something like this: "whatever drive letter:\Program Files\Steam\steamapps\common\napoleon total war"
Before installing EOD, make sure you have removed any other mods. Make sure you have EOD full working without other mods before attempting to add anything else.
You should also have STEAM verfiy the ETW files to make sure any previously installed mods have not overwritten an vanilla files.
EOD -MUST- be installed with administrative rights (i.e. - run as administrator)
The EOD Launcher -MUST- also be run with administrative rights as well to insure smooth operation.
Lastly, EOD will NOT work well with 'illict' (i.e. - pirated) copies of the game. Don't tell me it's a "boxed copy". All legal copies of NTW come with steam, period. No exceptions! The retail discs sold in stores come with steam too. So again, don't tell me that you have a "boxed" copy that came without steam, that's utter BS!
Before installing NTC, make sure you have removed any other mods. This especially important for added units. Right now, no user made units are compatible with NTC. NTC has it own tables for units so any added units will have to be adapted to NTC standards. Also there many other mods that could interfer with NTC. So make sure you have NTC full working without other mods before attempting to add anything else.

Actually it's not nearly as bad as you would think but I have included options so players can reduce the number of troops in units, limit the stacks to 30 instead of 40, ect
And NTC still includes support for all the "standard" campaigns which of course are limited to 20.
We've tried to keep the mod as accessable as we can as but still deliver the POWER of COMBAT! :D
I don't have the info right in front of me ATM but many faction are unlocked in the Causa Belli and custom campaigns. Most European factions are unlocked and most have enlarged unit rosters. Some native american tribes are unlocked (tho admittedly they are WIP and are limited, so still best to play them in the warpath and uprising campaigns). Some eastern faction have been unlocked like the Mugals and Persians for example and they too have increased unit rosters.
And EOD is completely mod-foldered so it's not a problem to install it along side other major mods like DMUC.
If the file you mention does not have a file extention or show an icon, then rename the file to include .exe on the end, then run the file to start the installation of the mod. Also, if you read the DMUC User Manual, a novel idea I know, it will explain about the ranks system.
A BUG FOUND in the DVD Installer!
BUT the Good News is that the fix is already included on the DVD :)
If you get an error when trying to launch the Control Assignment Editor, simply browse the Add-Ons included on the DVD and install the SDOE Control Assignments Editor found there. Where you install to is really unimportant because the error is caused by an ocx file not getting properly registered. Installing it form the DVD corrects the issue.
Sorry for the any inconvenience, but at least it's easily fixed and you don't even have to download anything else! :)
The FS-WWI DVD has been RELEASED but a small BUG has been FOUND!

yes it does however 30 and 40 units stacks are limited to campaign battles only
install to your NTW folder
Make sure you are installing the latest patch (patch 3 at this time)
the mod doesn't work well with pirated copies, I suggest you buy a legal copy (there is no such thing as a legal non steam version)
sorry. I meant to say ETW instead of NTW...
sent u a message bro ;)

sigh... It's in the DMUC Launcher > Options > "DMUC USER MANUAL" Button
