Isengard got permanent summons, it's just a small army that gets summoned on their base. It is not an offensive spell, this is an army building spell. Mostly suited for actually defending your base.
Rohans ability is the same. But instead of instantly giving you many new troops it makes a building that gives you them over time for you to build a free army with maybe multiple times while constantly supplying reinforcments.
Does a perm Balrog not sound the same as both of them? Dragon Strike can only be offensive. If the Balrog was just a part time army killer then he would simply be an offensive only power just like Dragon Strike. They cannot have both in edains new power format. One has to be more defensive. A perm Balrog suits that purpose. It can attack OR defend your base.
