I'm sorry to say this game seems suspiciously a lot Deus Ex: Human Revolution.

Will you be using 3d rendered elements for the smaller parts of foliage or 2d rendered planes using images with an alpha channel?

They just haven't added the bump map yet, it will look raised once they add that to the engine.

Also I'm assuming they'll DX 11 tessellation to objects like that?

Nope, I'm just doing it alone for now.

Pc will always look better than 360 and ps3 as the ps3 is using a 7600gs which is dx9 based hardware and the 360 is using a custom ati chip which is using dx9 as well but is has dx10 aa and tessellation.

Pc version of the engine isn't forced to dx9 and can use all the way up to dx11 if the hardware is available and also with the larger amount of memory available it can have higher quality textures and use the more enhanced features.
