I have a bug seemingly. I am playing as the Spanish and and a good bit into the game and my capital, Madrid, cannot recruit units. All of my structures are upgraded to max and they do allow me to build many units but all of the sudden I just cannot recruit units anymore. Anyone know why and or know how to fix this? Thanks.
