We have an interest in level editing and sounds but we are working on different things at the moment. So no promise.
Adding new assets: it depends what you mean.
You can replace the M1 Garand mesh and textures by something that does not exist in the game (like an M4 Carbine mesh and textures), but you can't add an extra enemy soldier on the map. you would need a level editor for that.
I'm not sure I understand what you tried to do. Did you try to swap textures only, or is it mesh (aka model) + textures?
If you tried to swap textures... this game uses what we called "proxy textures", where there is a main texture in one package, and other instances of that same texture in other packages only store part of the texture, the rest is a reference to the main texture.
Long story short, if you make modification using "open package", it will not work. For this game you need to make texture packs with "open game" and install them with TFC Installer. There are a bunch of youtube tutorials made by Wasterlander121 explaining to do this.
I don't know about mods, but there are new modding tools for it, in active development:
There are a lot of things you can edit with it, including fbx export/import for meshes, edit materials, extract/inject textures etc...
You can also edit almost all of the object properties.
Maybe that'll help.

Sounds: not with this tool. But you might find appropriate tools for that if you look for tools that work with Unreal Engine 3 games.
weapon attributes and character stats: I would say yes. Either with this tool or with ini file edits.
As a UE3 game, it's in fact very moddable now:
This tool (in active development) supports texture extract / injection, material edits, and fbx export/import for meshes. Also mesh swaps between packages. And tons of object properties can be edited.
I think it's mostly lacking modders, unfortunately.

Good to see my tool being put to good use!
Note that the latest version supports static mesh FBX import/export (so custom static mesh support), but i'm not sure it's been tested with spec ops so don't hesitate to let us know on the nexus page's comments for UPK Explorer.
