Me? Well I'm ErastusMercy, the lead voxel artist on the popular Tiberian Sun mod, Twisted Insurrection. If you don't know what a voxel is then I'll put it this way, I make the vehicles. :P In addition to my roles on TI, I've also done Infantry cameo's (The unit portrait you see when purchasing/selecting a particular unit.) for the C&C3 mods Tiberium Wars Advanced and The Forgotten Mod.

This is a rough schematic depicting how I pictured the Railgun Platform deploying.
So if you were to compare this with the old Incursion Mobile Defence(which the Railgun Platform is based on). You'd see that it's method of deployment is very different.
If it's possible,then...why not? It's an excellent idea!!!
I didn't know you meant it to deploy. I built the back section on my model with the notion that the railgun could slide back and forth(which, now I think about it, seems useless). Guess I need to do some modifications.
How's the progress?
