nevermind my first comment it is in the "all games" section now.but theres a new problem everytime i try to play the game it just turns black nothing happens and when i exit it a message appears saying that the background picture is missing.what should i do

i downloaded this all, i put "the citizen" folder in the sourecemods folder but the mod dosen't appear in the all games section of steam.what should i do.

and would it be a problem if i don't have source SDK base 2007
