Where is the settings file? I want to play in windowed mode but the settings.txt in the main folder doesn't change anything.

Israel probably won't stop until they have all of Palestine and are in a position for if the West collapses, they can expand outwards into territory taken by ISIS to gain resources.
If there is ever a point where you do not wish to continue the mod, please release the latest version/source you have so the community can continue.
Ps. A good citizen disobeys bad laws and evil governments.

Nice work but arent they a little too high in polys for HL1 Engine?
