i downloaded the necron modes but i dont no how to activate them? any suggestions?

i cannot findd where to download the 1.3 version of the mod tools. ive downloaded one version of it but it was not cooperating. can someone put the website as a hyperlink on the forums as to where they got the 1.3 version. ty
