I doubt that, I think that was just an example, well look at it, that would be stubid as ****, well time will tell, but I am 99% sure that there will be more for F2P players than Orkboyz (things equaly as strong as them)

Oh, and I guess it is more like a TPS version of Planetside 2 with added crafting and a few more RP elements

Actually, you can play only Ork Boyz if you play Orkz, I think F2P players will be able to play IG, RG and Eldar Warrriors/Rangers and maybe Scouts. Also, you can progress in rank, but not beyond officer.
Premium members will be in lesser number and able to command armies and slaughter many F2P players at once.... so yeah, just like in the real Wh40k Universe, thus this is the best idea for a game thus far to bring you close to the life in Wh40k
