No we are not planning on adding Naval units to the game except for campaign and or Spec-Ops missions in the future

Navigate to your AppData Direcoty (press windowskey + r and type in %AppData%) navigate to RedAlert3 and then to the Profiles folder open your profile and delete the skirmish.ini this should fix it

Generals Evolution does not offer a Campaign and is therefore not playable as Online Co-Op like vanilla RA3 is
