Hmm, that's surely not what the mod has. I recommend reinstalling the game (verify game data in steam if you use that) and installing the mod again.

First you gotta install OpenIV (and Max Payne 3 if haven't done). Second in each file folder there is a readme file to install the files at in the directories. Open the program OpenIV and click the Max Payne 3 button. (follow the instructions to get the directory of Max Payne 3). Then follow the directions in each of the file readmes. So bloodfx.dat and bloodsplat goes into common.rpf/data/effects and the fxprotjecx.ytd goes into the pc.rpf/textures directory. In a few hours i'll make a tutorial and post on youtube and here so that if you still don't understand how to install the mod, you can watch the video.
