I'm not sure for windows 8.1, but do you have WrathEd modlauncher? You need to get that and put the extracted onevision mod in Documents -> Command and Conquer 3 Kanes Wrath -> Mods.

Hey, been playing with the beta for a day and it's awesome! Don't know if it's because of my specs but normally mods are unstable for me, even well established / popular ones.
This mod is more balanced than other TW3 /KW mods I have played and the AI actually uses them and in an effective manner. The soundtrack is also really great.
It's been really stable for me.
