Did a check of 2.0, both in DX9 and DX10.
It works perfect in DX10, so my guess is it has nothing to do with EFP, but for some reason it's a deal with how DX9 renders the compass texture. On that screenshot i shared, it looks like the compass wheel texture is larger than the box that is being rendered, ending with part of the wheel being not visible.
