You don't need to edit files, when you are in game or menu lower console by pressing ~ and type those commands. :)

r2_tonemap_middlegray 0.50 or lower, play with numbers.

I have almost same setup, this is what i've done, almost no visual difference but average 45-60fps. View distance & grass density to half bar, shadow map size-medium, grass shadow off (big fps inpact) motion blur off and Ambient occlusion-HDAO(because AMD Gpu), SSAO quality medium, everytjing else maxed and checked. And almost forgot if it too bright type r2_tonemap_middlegray 0.50 or lower in console. Cheers :)
